Included file "Mkinclude" was changed to "Config.mk". This file is generated from "Config.mk.in" by autoconf.
All "Makefile" is modified with above modification. "aclocal.m4", "chkfort.sh", "configure.in" are ported from gtool4 and modified. Some functions are ported from "dcl-5.3.1".
Installation guide is modified overall with above modification.
Samples of "config.cache" are created.
"f90tags.pl" and "f90depend.pl" are ported from gtool4. "f90tags.pl" generates TAGS from Fortran90 source code. "f90depend.pl" output dependency information to file that is included by Makefile. But in fact, both are not used yet in dcpam.
CSS file was modified a little.

For "latex2html", "CREDITS.tex" and "HISTORY.tex" are become to be generated to doc/ directory.
In "INSTALL", Links to installation guide of dependance software are added.
